1. 負責公司經營規章制度和細則制定、系統規劃年度工作計畫，制定標準化、規範化的工作流程，經總經理批准後監督執行。
2. 負責為重大決策事項組織人員提供數據支持和專項研究報告。負責定期為公司提出當前企業經營狀況分析和前景預測報告。
3. 管理協調各個部門之間的工作，確保公司經營系統整體功能發揮，對重大問題上報總經理裁決。
